Both the UNESCO Framework for Culture and Arts Education (UNESCO, 2024) and the National Association for Music Education (USA) (Confredo, Abril, & Adderly, 2023) call for the diversification of the teaching workforce.The UNESCO Framework specifically calls to diversity the teaching profession and to ensure “that it embodies the rich cultural diversity within societies, by including living heritage bearers, artists and other cultural professionals” (p. 8). The Blueprint (Confredo, Abril, & Adderly, 2023) references barriers to participating in music, especially at the secondary level, which may be barriers to individuals entering the music teaching profession. One barrier was the narrow focus on traditional ensembles and Western notation of music education (p. 16).General music at the secondary level, especially in high school, may be one way to support diversifying the workforce in the United States. Secondary general music opportunities may provide an entry point to study and engage in music that includes and is not limited to ensemble performance.General music education has limited offerings in secondary schools in the United States (Eplus, 2022). Data indicates that high school music offerings tend to focus on ensemble performance (band and choir at 65%) with a smaller percentage of high schools offering courses in orchestra (18%). While Music Theory (29%) and General Music (27%) are offered at a greater rate than orchestra, these courses are offered at less than 30% of the high schools in the United States.The purpose of this roundtable discussion is to propose that increasing the number of secondary general music opportunities—ways to engage with music that may not be directly tied to ensemble performance—both before and during music degree programs may support in diversifying the workforce in the United States. The goals are to:Identify US state-based policies that influence secondary general music opportunities;Describe current university level curriculum and course work related to secondary general music;Discuss policy-solutions that could increase opportunities for secondary general music, especially in high school and in teacher preparation.
